Lottery Application Requirements
- The 2024 Black Bear Lottery is open from August 29 - September 25.
- A $50.00 application fee will be charged to each applicant. This fee is non-refundable.
- All applicants will be notified of their results by the email provided. An applicant’s results can also be viewed at https://louisianaoutdoors.com/lottery-applications.
- Only one application is allowed per applicant per lottery. For example, an individual cannot apply more than once for the WMA Black Bear Lottery. However, they can apply once each for the WMA Black Bear Lottery and once for the general Black Bear Lottery.
Bear Harvest Lottery Permit Types
The number of bear harvest permits issued will be determined based on Bear Area-specific population estimates and vital rate data acquired at regular intervals. The number of bear harvest permits issued at any given time during the season shall not allow the harvest to exceed the number of bears of either sex in any Bear Area that would compromise the long-term sustainability of the Bear Area population.
Bear harvest permits will consist of three types: Wildlife Management Area (WMA), Private Landowner, and General. Instructions for applying for each are below.
WMA Black Bear Lottery Instructions
- To participate in the WMA Black Bear Lottery, applications must be submitted during the open lottery application period
- Possession of a valid black bear hunting license is required before applying for the WMA Black Bear Lottery.
- Submission of more than one WMA Black Bear Lottery application is not allowed. Paper applications are not accepted.
- The successful applicant will receive a single WMA bear harvest permit that will authorize bear hunting on either Bayou Macon, Big Lake, Buckhorn wildlife management areas during December 7-22, 2024.
- All applicants will be notified of their results by the email provided. An applicant’s results can also be viewed at https://louisianaoutdoors.com/lottery-applications.
- All hunters must comply with licensing requirements.
General Black Bear Lottery Instructions
- To participate in the general Black Bear Lottery, applications must be submitted during the open lottery application period.
- Possession of a valid black bear hunting license is required prior to applying to the general Black Bear Lottery.
- Submission of more than one general Black Bear Lottery application is not allowed. Paper applications are not accepted.
- The successful applicant will receive a bear harvest permit that will authorize bear hunting on private property, with landowner permission, within Bear Area 4 during December 7-22, 2024. Individuals receiving a General Permit are responsible for coordinating with landowners to gain permission and access to hunting on their property.

Private Landowner Black Bear Lottery Instructions
- To participate in the private landowner Black Bear Lottery, applications must be submitted during the open lottery application period.
- Submission of more than one private landowner Black Bear Lottery application is not allowed. Paper applications are not accepted.
- The successful applicants will receive a bear harvest permit that will authorize bear hunting to qualifying private landowners, their designee, or lessee in Bear Area 4 during December 7-22, 2024. To qualify for a Private Landowner Permit, applicants must provide evidence of qualifying acreage (40+ contiguous acres), proof of ownership, and payment of property taxes for property within the Bear Area for which they apply. Landowner designees must provide evidence deemed sufficient by the department that they have full agency and authority to act on behalf of a qualifying private landowner. The department shall be notified once a permit has been transferred and provided the transferee's name, address, and phone number. Transferees must be a bona fide Louisiana resident who is properly licensed and hunter safety certified.. Only the private landowner permits are transferrable. Permits being transferred must be arranged prior to the mandatory training session. A permit may only be transferred one time. Lessees of qualifying private lands must provide a duly executed and properly recorded lease agreement evidencing they have the right to hunt bear upon the qualifying acreage.
- Lottery is open to qualifying non-residents. However, they cannot hunt if selected. They must transfer their permit to a resident hunter.
- Only the private landowner permits are transferrable. Transferees must be a bona fide Louisiana resident who is properly licensed and hunter safety certified.

Black Bear Hunting Season
Black bear season opens the first Saturday in December and remains open through Sunday following the third Saturday in December. Black bear season is currently restricted to Bear Area 4.
Bear Area 4 Description and Map
Bear Area 4 Includes:
- All of the following parishes:
- East Carroll, Madison, Tensas, West Carroll.
- Portions of the following parishes:
- Catahoula—that portion east of US Highway 425;
- Franklin—that portion east of US Highway 425;
- Richland—that portion east of US Highway 425.
General Rules (Limit, Hours, Dogs)
- Bears may only be harvested one-half hour before sunrise to one-half hour after sunset.
- Harvest limit is one bear per harvest permit per season.
- Bear hunting is limited to still hunt only. The use of dogs when hunting bear is prohibited.
- Harvest of cubs and females with cubs is prohibited. A cub is defined as any bear 75 pounds or less.
- Bear hunting is restricted to bona fide resident hunters who are properly licensed, hunter safety certified, and possess a valid bear hunting permit issued by the department.
Bear Hunter Training
The successful applicant will be required to attend a department bear hunter training course on either November 2 or November 14 prior to hunting. Individuals not attending one of these training courses may be disqualified and forfeit their bear hunting permit. Successful youth applicants must attend bear hunting training with a properly licensed adult. The adult attending the training is responsible for supervising the youth during the bear hunt and must be within arm’s reach or within the same stand or blind as the youth. A bear tag will be issued to harvest permit holders upon completion of the training course.
Baiting and Scent Attractants
Baiting is allowed two weeks prior to season opening to the day the season closes. Hunting over raw or processed bait and the use of a scent lure is allowed. No person shall use raw sweet potatoes or chocolate as bait or scent. The use of salt, grain or other feed that could serve as an attractant to deer is prohibited in CWD Control Areas. The department shall provide a list of approved baits to each successful applicant at the bear hunting training course.
Tagging
Harvested bears must be tagged immediately upon harvest and prior to being moved from site of harvest. All successful bear hunters must immediately contact their designated department biologist (see permit) to report their kill and schedule biological data collection.
Hunter Orange or Blaze Pink
Any person hunting bears shall display on his head, chest and/or back a total of not less than 400 square inches of “hunter orange” or “blaze pink”. Persons hunting on privately owned land may wear a “hunter orange” or “blaze pink” cap or hat in lieu of the 400 square inches. These provisions shall not apply to persons hunting bear from elevated stands on property that is privately owned or to archery bear hunters hunting on lands where firearm hunting is not allowed by agreement of the landowner or lessee. However, anyone hunting bear on such lands where hunting with firearms is allowed shall be required to display the 400 square inches or a “hunter orange” or “blaze pink” cap or hat while walking to and from elevated stands. While a person is hunting from an elevated stand, the 400 square inches or cap or hat may be concealed.
Field Dressing
Harvested bears may be field-dressed, but all other portions of the bear shall be removed from the hunting grounds. Thereafter, all edible portions of meat shall be removed from the bear for consumption. “Edible portions” include, at a minimum, all four quarters, all backstraps and tenderloins along the backbone.
Methods of Take
- Bear may be taken with the following firearms, any of which may be fitted with a magnified scope:
- Centerfire firearms .25 caliber or larger, rimfire firearms .30 caliber or larger, and shotguns 10 gauge and smaller using slugs, all of which must load exclusively from the breech.
- Rifles and pistols, .44 caliber or larger, or shotguns 10 gauge and smaller, all of which must load exclusively from the muzzle, use black powder or approved substitute only, take ball or bullet projectile only, including saboted bullets.
- Pre-charged pneumatic devices that fire a projectile of at least .30 caliber in diameter and at least 150 grains in weight with a minimum muzzle velocity of 800 feet per second or any combination of bullet weight and muzzle velocity that produces muzzle energy of at least 215-foot pounds of energy. Arrows or bolts used with a pre-charged pneumatic device shall only be used with well-sharpened broadhead points.
- Bear may be taken by legal archery gear with a minimum draw weight of no less than 30 pounds, including traditional bow, compound bow, crossbow, or any bow drawn, held or released by mechanical means.
- All other methods of take are prohibited.
Preference Points
Applicants not selected will be given an additional preference point for each subsequent year in which they apply. Each preference point serves as an additional lottery opportunity. Preference points are capped at five. Applicants must apply every year in order to earn and retain preference points. Failure to apply in any given year will result in forfeiture of previously acquired preference points for any subsequent application. Successful lottery applicants are not eligible to be selected for another bear permit for two years after being drawn.
Frequently Asked Questions
Can you use raw sweet potatoes or chocolate as bear bait?
No, neither can be used for bear bait. The Louisiana Department of Agriculture and Forestry regulates sweet potatoes. They have a regulation to prevent the spread of sweet potato weevils, so you cannot bait with them.
Chocolate is toxic to most animals. It can be fatal to squirrels, deer, foxes, dogs, raccoons, and most other animals, wild & domestic.
Will baiting be allowed for the WMA hunts?
Baiting will be allowed on the WMA. Specifics of how and what can be used will be provided to the successful applicant.
How much is the permit if you get drawn?
No charge for the permit.
Is a bear license included with my Lifetime License?
No, a bear license is additional and is not included in any combination license, such as the lifetime, senior, or sportsman license.
Is a bear license included in the Disabled Veterans license?
The bear license is a stand-alone license and is not included in any of our other licenses.
If someone applies for the public land bear tag in the lottery and doesn’t draw a tag, does that person get a preference point for future lottery bear draws?
Preference points are added every year you are Unsuccessful up to 5 points. A preference point is an extra chance in the lottery. If you miss applying in any given year for any reason, you lose the preference points you have gained.
Can non-residents can apply for the bear lottery?
A non-resident who owns land in Bear Area 4 can apply for the landowner lottery. However, if they are successful, they must transfer the tag to a properly licensed resident. Non-residents cannot hunt even if they are selected in the lottery.
